PROVISION OF SERVICES

Planning dates:

• Issuance of Request For Proposal – 26th of August 2026
• Final questions/requests for clarification – 07th of September 2026
• Reception of bids – 18th of September 2026
• Final selection for RFP – 30th of September 2026

Overview:

Médecins Sans Frontières (MSF)/Doctors Without Borders in Sierra Leone invites qualified and experienced suppliers to submit proposals for:

• Supply of Diesel

for its operational sites in Sierra Leone, including the Freetown Country Office and Kenema, Hangha Hospital.

Eligibility Requirements:

• Business Registration Certificate
• Tax Identification Number (TIN)
• Valid Business License
• Proof of technical capacity and experience in the requested services

Evaluation Criteria

• Payment terms and conditions
• Delivery terms and conditions
• Quality
• Product availability
• References (preferably NGO)
• Responsiveness to communication
• Storage capacity of the supplier
• Acceptance of Framework Agreement
• Service – (Provision of Fuel Dispensing Equipment, Tanks, and service)

MSF may request clarifications if needed.

Additional Information

1. Physical evaluation will be requested.
2. MSF reserves the right to accept or reject any proposal.
3. MSF reserves the right to modify and amend the planning of the RFP.
