Supervises: Finance Manager; Finance Officer.
Job Purpose:
The Deputy Director supports the Director of Corporate Services in overseeing all matters related to the TSC's administrative and financial management functions; ensures that accounting records and reporting systems are accountable and transparent; provides expert advice; and initiates and supports systems and processes to ensure financial prudence.
Key Deliverables
• Create an effective and efficient financial management system.
• Create and implement effective internal control systems.
• Prepare annual financial statements.
• Coordinate the timely submission of monthly and quarterly financial reports.
Main Duties
- Coordinate the preparation of monthly, quarterly, and annual financial reports for submission to Management.
- Prepare the annual accounts for audit, together with all supporting schedules.
- Develop, implement, and ensure compliance with internal financial and accounting policies and procedures.
- Review documents and maintain complete and accurate supporting information for all financial transactions.
- Design and develop an adequate internal records management system to ensure that information is stored securely and that high levels of confidentiality are maintained.
- Assist the Director of Corporate Services with financial reporting as required for meetings and decision-making.
- Verify all leases, contracts, and other commitments to ensure they are updated before the Commission meets its financial obligations.
- Coordinate the preparation and implementation of annual plans and budgets for the department.
- Manage appraisals for direct reports.
- Perform any other relevant duties assigned by the Commission. Qualifications and Experience
- Master’s degree in accounting and finance or a related field, with at least 5 years’ work experience.
- Possession of a professional accounting qualification is an added advantage.
- Extensive understanding of legislation and regulations relating to financial management.
- Proficient user of financial software relevant to the institution.
- Strong understanding of public-sector finance and financial regulations.
