Job Title: Deputy Director, Corporate Services

Department: Corporate Services

Reports to: Director, Corporate Services

Grade Level: Management (10)

Location: HQ Office, Freetown

Supervises: Finance Manager; Finance Officer.

Job Purpose:

The Deputy Director supports the Director of Corporate Services in overseeing all matters related to the TSC's administrative and financial management functions; ensures that accounting records and reporting systems are accountable and transparent; provides expert advice; and initiates and supports systems and processes to ensure financial prudence.

Key Deliverables

• Create an effective and efficient financial management system.

• Create and implement effective internal control systems.

• Prepare annual financial statements.

• Coordinate the timely submission of monthly and quarterly financial reports.

Main Duties

  1. Coordinate the preparation of monthly, quarterly, and annual financial reports for submission to Management.
  2. Prepare the annual accounts for audit, together with all supporting schedules. 
  3. Develop, implement, and ensure compliance with internal financial and accounting policies and procedures. 
  4. Review documents and maintain complete and accurate supporting information for all financial transactions.
  5. Design and develop an adequate internal records management system to ensure that information is stored securely and that high levels of confidentiality are maintained.
  6. Assist the Director of Corporate Services with financial reporting as required for meetings and decision-making.
  7. Verify all leases, contracts, and other commitments to ensure they are updated before the Commission meets its financial obligations.
  8. Coordinate the preparation and implementation of annual plans and budgets for the department. 
  9. Manage appraisals for direct reports.
  10. Perform any other relevant duties assigned by the Commission. Qualifications and Experience
  •  Master’s degree in accounting and finance or a related field, with at least 5 years’ work experience.
  • Possession of a professional accounting qualification is an added advantage.
  • Extensive understanding of legislation and regulations relating to financial management. 
  • Proficient user of financial software relevant to the institution. 
  • Strong understanding of public-sector finance and financial regulations.
